Vulnerability & Adaptation Division was created to fulfill the mandate of DCC with regards Adaptation. Adaptation refers to the ability to cope with the adverse impacts of climate change. It seeks ways to make these impacts more bearable. The Division is saddled with the responsibility of proposing appropriate adaptation options to climate change impacts.

Mandate:
To ensure the formulation of policies, programs and actions that encourage adaptation to climate change.
Functions:
• Assess vulnerability to and impacts of climate change.
• Propose appropriate adaptations actions to address these vulnerabilities.
• Engage communities on enhancing their adaptive capacities.
• Encouraging and enhancing the capacities of indigenous people/local communities to develop local adaptation strategies.
• Promoting locally-led adaptation strategies.
• Formulation of Nigeria’s National Adaptation Plans.
• Undertake any other appropriate adaptation action.
The Division coordinated:
• The National Adaptation Plan Framework developed in 2020 with the following objectives:
i. Clarify the country’s approach to its NAP process and serve as a reference point for bringing together various adaptation planning efforts from different sectors and scales of decision making (i.e., national, states, and local governments).
ii. Align the NAP process with existing policies (e.g., Economic Recovery & Growth Plan [ERGP], NASPA-CCN, National Climate Change Policy Response and Strategy [NCCPRS]), strategies, and adaptation research.
iii. Focus on specific themes that are particularly relevant and/or unique to Nigeria’s context.
• Developed the Nigeria Adaptation Communication (ADCOM) in 2021 which provides a mechanism for countries to report “priorities, implementation and support needs, plans and actions, without creating any additional burden for developing country Parties”, particularly in the area of adaptation and is expected to be done periodically, be voluntary, flexible and country-driven.
Purpose of an ADCOM
i. Enhance visibility and profile of adaptation, and balance with mitigation;
ii. Provide input to the Global Stock Take (GST);
iii. Strengthen adaptation action and support for developing countries;
iv. Enhance learning and understanding of adaptation needs and action.
• Mainstreaming Gender Considerations into Nigeria’s NAP Process: Nigeria has developed a report to mainstream gender considerations into its NAP process. This became necessary because the the GCF NAP Process did not capture gender issues, which is very key in climate change issues, projects, programs and actions.
• Successful stakeholders’ engagements on adaptive measures to climate change, gender and climate change, issues on loss & damages to climate change as well as mainstreaming climate change into developmental planning. Also these engagements were with stakeholders at the sub-nationals and took place at the geo-political zones.
