Department of Climate Change

This is the newest of the six (6) technical Departments of the Federal Ministry of Environment. It was upgraded from Special Climate Change Unit (SCCU) in December 2011 to demonstrate government's commitment to introducing and implementing adaptation and mitigation measures necessary to reduce vulnerability to climate change. VISION To live a climate resilient and sustainable environment. MISSION To satisfactorily provide a sustainable policy framework and enabling environment for the implementation of the UNFCCC, Kyoto Protocol, Paris Agreement and any other climate change guidelines, laws and control in Nigeria. MANDATE To co-ordinate national implementation of United Nations Framework Convention on Climate Change (UNFCCC), its protocol and any other legally binding agreements for implementing climate change activities. FUNCTIONS OF THE DEPARTMENT The Department of Climate Change has four divisions:
  • Green House Gas Inventory division (GHGI),
  • Vulnerability and Adaptation division (V&A)
  • Education, Awareness and Outreach division (EA&O)
  • Mitigation division.
Together they undertake the following:
  1. Undertaking annual national inventory of GHG emission and assessment on mitigation options;
  2. Undertaking assessment of vulnerability to the impacts of climate change;
  3. Undertaking appropriate mitigation action;
  4. Undertaking studies and research through consultancy services in the science of climate change;
  5. Preparation of National Communication under Climate Change Convention;
  6. Management of database for inventory, vulnerability and adaptation assessments;
  7. Executing Education and Public Awareness programmes;
  8. Development of information sharing systems through establishment of national climate change website (climatechange.gov.ng);
  9. Implementation of Clean Development Mechanism (CDM) of the Kyoto Protocol as the Designated National Authority (DNA-CDM)
  10. Designated National Authority(DNA) for the Green Climate Fund (GCF), Kyoto Protocol, Adaptation Fund and the Intergovernmental Panel on Climate Change (IPCC)
  11. Representing Nigeria at international, regional and sub-regional discussions/negotiations on climate change.
